According to the Development and Reform Commission, tobacco companies can independently determine the price of tobacco leaf purchases based on the cost-benefit of tobacco production, the needs of industrial companies, and the needs of industry development. Previously, the purchase price of tobacco leaf was formulated by the State Council’s price authority in conjunction with the State Tobacco Monopoly Bureau, and was specifically divided into different categories, grades, and regions.

Since 1978, China’s agricultural product price reform has been continuously promoted and deepened. It has always insisted on unfettered market orientation. In the process of advancing reforms, it has implemented a combination of deployment and deregulation, and gradually increased the weight of “distribution,” ultimately achieving full liberalization. In 1985, the purchase and sale prices of most agricultural and sideline products were liberalized. In 1992, prices of live pigs and pork were released. In 1999, the purchase price of cotton was liberalized. In 2004, the market and price of grain purchase were liberalized. The liberalization of agricultural product prices has promoted the free movement and recombination of various elements, the role of the market mechanism in allocating resources has been brought into play, and rural productivity has achieved great development and liberation.

It is reported that the liberalization of agricultural product prices is not a "let go", but while fully playing the role of the market mechanism, it combines market regulation with government regulation and continuously strengthens and perfects the macro-control system of agricultural product prices. At present, the country implements the minimum purchase price policy for rice and wheat, implements temporary purchase and storage policies for corn and rapeseed, and carries out pilot reforms of target price subsidies for cotton and soybeans. It has established a plan for the regulation of cyclical fluctuations in market prices for live pigs, and has established The comprehensive measures such as the important agricultural product reserve system, the improvement of the import and export adjustment mechanism, and the intensification of financial subsidy, and the combination of market regulation and government regulation have prevented major fluctuations in the prices of major agricultural products and protected the interests of farmers.

The Development and Reform Commission pointed out that after the tobacco leaf purchase price is liberalized, the price administration department will strengthen price service and price supervision, conscientiously do a good job in the investigation of tobacco leaf production costs and earnings and price monitoring, strengthen market supervision, regulate market body price behavior, and maintain the normal price order. .
