The "Notice" stipulates that before the price of the "National Medical Service Price Item Specification (2012 Version)" is not issued, the price of medical service items in the city will still be implemented according to the existing policy. Unauthorized medical service item prices may not be charged to patients by medical units.

The "Notice" clearly requires that, in the trials of comprehensive reform of public hospitals at district and county level, it is necessary to cancel the medical agency's drug addition policy, increase financial investment, and increase the level of health insurance payment, in accordance with the "total control and structural adjustment." Principles, do a good job in the price adjustment of medical services. At the same time, the reform of disease-species collection methods for medical services has been actively promoted to ensure that the burden of medical expenses for the people after the reform has been reduced.

The "Notice" emphasizes that the health administrative department must further strengthen the management of medical treatment and treatment behaviors and price behaviors, prevent the occurrence of indiscriminate inspections and arbitrary charges, and control the unreasonable increase in medical expenses. The competent pricing department should increase the investigation and punishment of price violations of medical services. It is forbidden for medical units to use their own opportunities for reforms to self-define, decompose medical items, and arbitrarily raise fees for medical items.
